Strict standards must be set. Industries which cannot meet certain criteria need to bear legal liability. The government and the public, especially direct interest groups, need to join up supervisors. Mutual supervision between enterprises is also worth consideration under certain circumstances When it comes to domestic sewage, self-supervision and community publicity may be the answer. For individuals, self-awareness is the most important factor in combating water pollution, which can be acquired through local and national advertising campaigns.
